The cases selected for this publication arise
out of conflicts between Minnesotans and state or federal government.
Although at first glance, the cases may not seem
terribly significant, they have each clarified the meaning of part of the
Constitution for all of us, and in this way,
they form the backdrop for a future constitutional challenge.
